After an extensive public bidding and selection process, TI Services was awarded the Selective Demolition contract on November 22, 2024. This contract covered the interior selective demolition of the three-story building on Butler Street and the complete demolition and removal of the rear two-story additions on Locust Street. TI Services, serving as the General Contractor, assembled a team of subcontractors:
ORM Contracting - complete demolition of the rear two-story structures.
Innermark Construction - selective demolition of the front three-story building, temporary enclosures
DW Plumbing - plumbing demolition
Weidner Heating & Cooling - mechanical demolition
Devlin Electric - electrical demolition, temporary service
Howland Company - lead remediation
Graciano - masonry work
The original contract for this phase of work was valued at $273,779.00. As the project was funded through state grants, all workers were required to be paid at prevailing wages and adhere to strict state guidelines. The two grants funding this phase were:
$173,860 - Gaming Economic Development Tourism Fund (GEDTF), 2022
$400,000 - Local Share Account (LSA), 2023
Both grants were administered by the Redevelopment Authority of Allegheny County and were secured through the advocacy efforts of State Senator Lindsey Williams and then-State Representative Sara Innamorato.

The bidding process spanned an entire month and followed a structured series of steps set by the grant guidelines:
10.28.2024 - Invitation for Bid sent to local agencies via email
11.3.2024 and 11.7.2024 - Advertisements in local newspaper
11.8.2024 and 11.11.2024 - Site visits with prospective bidders
11.11-11.18.2024 - Responded to Requests for Information from prospective bidders
11.18.2024 - Bid due date, public bid opening
11.18-11.22.2024 - Bid review
11.22.2024 - Awarded to lowest, qualified bidder
Ultimately, the contract was awarded to the lowest qualified bidder on November 22, 2024, in compliance with grant requirements.
